The International Certificate and Diploma in Public Sector Accounting and Audit is a dedicated CIPFA qualification for the international market, which aims to build in-country capacity for public sector financial management skills and expertise.
The Certificate and Diploma comprises 6 international modules and 1 national module as follows:

Assessment features a mix of practical work-based assignments and more traditional examinations. The Certificate is usually awarded after successful completion of four of these modules (including the first three listed above). The Diploma is usually awarded on successful completion of the remaining modules.
This programme is offered by CETC ideally in conjunction with an in-country partner institution with close public sector links. CETC is able to provide the initial programme design, and where it is to be delivered principally by the local partner, support the local partner to ensure appropriate programme delivery standards.
The course can be delivered using distance learning materials supported with local 'face to face' courses. Elements of the learning materials can be tailored to a particular country's needs.
Completion of the Diploma would typically take two years. As well as this study programme, participants should have a range of practical work experiences, which should be developed alongside the study programme. This is likely to include some involvement in areas such as budget setting, budgetary control, preparation of financial management information, financial reporting and auditing.
